An informational campaign is a political campaign designed to raise public awareness and support for the positions of a candidate (or his party). It is more intense than a paper campaign, which consists of little more than filing the necessary papers to get on the ballot, but is less intense than a competitive campaign, which aims to actually win election to the office.
